Hebei promotes the clean and efficient utilization of coal

According to the latest research prediction of domestic authoritative research institutions, the proportion of coal in China's primary energy consumption structure will reach 60%, 50% and 40% in 2020, 2030 and 2050 respectively. Premier Li Keqiang also stressed at the meeting of the National Energy Commission that promoting the clean and efficient development and utilization of coal should be taken as the foothold and primary task of energy transformation and development. It can be seen that vigorously promoting the clean and efficient utilization of coal is a core issue of China's energy development strategy

Hebei is a major industrial province, with heavy industrial structure and coal as the main energy. Hebei is also a province with a large population, with more than half of the rural population. The rural area burns about 40million tons of coal every year, becoming an important source of pollution. With the in-depth promotion of the coordinated development of Beijing, Tianjin and Hebei and the continuous strengthening of the prevention and control of air pollution in the Beijing Tianjin Hebei region, higher requirements are put forward for the clean and efficient utilization of coal in Hebei Province. According to the national conditions and based on the provincial conditions, it is very important and necessary to establish a clean and efficient utilization system of coal in Hebei Province

first, we should comprehensively promote the optimization and upgrading of the coal industry in Hebei Province. Take full advantage of the national policy opportunity to resolve coal overcapacity, increase policy support for coal mine overcapacity from local supporting funds, staff diversion and resettlement, financial debt disposal and other aspects, accelerate the elimination of backward production capacity, and promote the optimization of the provincial coal industrial structure. For coal mines with advanced production capacity, we will increase support in terms of discount loans for technological transformation and special funds for safety, so as to promote the transformation and upgrading of the coal industry in Hebei Province

second, we should comprehensively promote the construction of coal washing load range in Hebei Province: 0 ~ 5 N selection, storage and distribution system. Support coal enterprises in Hebei Province to implement the "big clean coal strategy", upgrade and transform coal preparation facilities, and constantly improve the quality of coal products. In view of the fact that the coal resources in Hebei Province are relatively scarce, the majority of old coal enterprises and the production and operation are relatively difficult, the support policy of giving priority to the use of clean coal by old coal enterprises in the province is formulated and implemented throughout the province

third, vigorously promote the extension of the coal industry chain and clean transformation and utilization. Encourage the integrated operation of coal and electricity and coal coking, and improve the clean and efficient utilization of coal by extending the industrial chain. We will actively develop ultra-low emission coal-fired power generation, accelerate the upgrading and transformation of existing coal-fired units, and improve the level of clean and efficient coal-fired power generation. Adhere to the development mode of park, base, scale and recycling, take Kailuan coal chemical industry and other advantageous enterprises as the leader, integrate, restructure, transform and improve the traditional coal chemical industry, steadily promote the development of modern coal chemical industry, support Dacheng coalfield to explore and promote the demonstration project of underground coal gasification of deep coal resources, and improve the level of clean transformation and utilization of deep coal processing

fifth, vigorously develop cogeneration. The power supply and demand in North China is generally balanced, but the heat is insufficient. We should strengthen the monitoring and supervision of operational indicators such as energy efficiency and pollutant emission of coal utilization and improve the corresponding assessment mechanism
